The signature is "Bushu ju" on the right side, and "Masafusa" on the left side. That means "Masafusa lives in Bushu (Musashi province)"
 
The cut-out design means snow crystals.

 
A running tekkotsu appears on the rim.

 
Masafusa is a smith in the middle Edo period. (18th century)
