signature "Choshu Tomoaki saku" (made by Tomoaki who lives in Choshu) 
A very good tsuba made in Choshu.
Choshu is another name of Nagato province, it places in the west of Japan.
Cherry blossoms are fine and skilful.
Maybe middle Edo period, 17th - 18th century.
