On fresh born tsuba, there is a question about the rust.
Which is better on it, thick old looking rust or thin fresh looking rust.

On old tsuba, we appreciate ageing and wearing, for example tekkotsu.
But such tsubas were fresh when it was borne, matter of coarse.
Modern tsuba will not be worn as old days.
So to choice the stance is a question for tsuba maker in 21c.
Making new tsuba or copy( fake ageing ) tsuba.
